Dr Paul Crowe is a Director at CS2 and the lead behind our successful Manchester office. A Chartered Quantity Surveyor with over 25 years of industry experience, Paul combines high-level strategic oversight with a deep technical understanding of project delivery. As a Doctor of the Built Environment and an RICS Accredited Mediator, he is uniquely qualified to lead complex property portfolios and resolve high-stakes multi-stakeholder challenges.

​Paul has a proven track record of taking large-scale, sensitive, or distressed brownfield sites—such as the £11m Fort Halstead project—through the full lifecycle of remediation and enabling works. His approach is defined by a focus on Collaborative Governance, ensuring that even the most complex projects remain commercially defensible and aligned with long-term estate goals.

• ​Estate-Wide Leadership: Overseeing multi-disciplinary teams across the Industrial, Healthcare, Public, and Higher Education sectors.
• ​Strategic Procurement & Risk: Expert in designing bespoke contract models (NEC, JCT, NFDC) that balance risk and incentivize performance.
• ​Business Growth & P&L: Successfully established CS2’s Manchester service line from the ground up, managing all aspects of recruitment, performance, and financial strategy.
• ​Conflict Resolution: Utilizing his status as an RICS Mediator to provide strategic advice on dispute avoidance and project recovery.

​Thought Leadership:

Paul’s work is underpinned by his doctoral research into Collaborative Contractual Behaviour and Procurement Policy. A published author and former lecturer in International Construction Contracts (LLM/MSc), he applies academic rigor to the practical management of estates for clients such as RSK Group, iQ Student Accommodation, and Central Bedfordshire Council.
