Paul heads up CS2’s Manchester office. Since starting in Industry in the late 90’s, he has gained experience across a range of sectors while undertaking Quantity Surveying, Contract Administration, Framework Support, Project Management and Project Monitoring services.

Paul provides:

  • Cost Master Planning, Order of Cost Estimating and Cost Planning Advice
  • Contractual Support and Delivery with NFDC, NEC and JCT Contracts (including acting as Contract Administrator and NEC Project Manager)
  • Procurement Assistance including with Strategic Procurement, Pre-Qualification, Tender and Framework Delivery.

 

His recent experience includes:

Blackburn Cinema : New Build : £5M : Lead Quantity Surveyor
The project involves the new build construction of a cinema as part of a wider strategy to stimulate the evening economy in Blackburn Town Centre. The role involved the cost management for the cold and warm works and liaising as part of the team with the tenant to determine the hot works.

Growth & Development Framework : £350M : Framework Consultant
The role involved assisting Blackburn with Darwen Council set up a compliant Framework to Procure Construction Works over the next 8 years. The Framework is available to other Contracting Authorities in the North West of England and is set to procure £350million of construction, civil engineering, commercial development and measured term works.

RJAH Hospital Tumour & Theatre Units : New Build : £12M : Quantity Surveyor
The works comprised of the construction of a new ten bed tumour unit, four new surgical theatres and other ancillary buildings. The Project was procured under the Procure 21+ Framework using and NEC Target Cost Option C Contract. My role on the project was to expediently close out the account and have the residual defects made good. This was a particularly interesting role in that it dealt with an adapted form of the contract to include a Guaranteed Maximum Sum and no retention.
